Valve seals, on the other hand, go over the valve stems, and replacing them requires specialized tools or removing the heads, as you must remove the cams, valve retainers, and valve springs to get at them.
As for the JB weld, I doubt it would hold up very long. What might work is drying the part out thoroughly, then applying some heat [i.e., put it in the oven at 300-350 degrees or so] while clamping it tightly around the seam. It's just "welded" plastic.
